Terminus of JR Hidaka line is Samani station.From here buses goes to Hiroo bus terminal. Erimo cape is about half way to this trip.
You can also use oposit direction for approch.At Obihiro station, you can catch a bus which desitinate Hiroo. At the Hiroo bus terminal,change to the bus which goes to Samani station．
